Climate Change Diplomacy: The Evolution of International Agreements

Posted on May 20, 2025 By Dante No Comments on Climate Change Diplomacy: The Evolution of International Agreements

As the world grapples with the challenges of climate change, international cooperation has become more crucial than ever. Over the past three decades, the global community has come together to negotiate and sign a series of landmark agreements aimed at mitigating the effects of climate change. In this article, we’ll explore the journey of international climate agreements, from the early beginnings to the current status, and examine the progress made so far.

The journey began in 1992 with the United Nations Framework Convention on Climate Change (UNFCCC), also known as the Earth Summit. Held in Rio de Janeiro, Brazil, this conference brought together 154 countries to address the issue of climate change. The UNFCCC set the foundation for international cooperation on climate change, with a focus on stabilizing greenhouse gas concentrations to prevent “dangerous anthropogenic interference with the climate system.”

The next major milestone was the Kyoto Protocol, adopted in 1997 in Kyoto, Japan. This protocol established binding emission targets for developed countries, aimed at reducing their greenhouse gas emissions by 5% below 1990 levels by 2008-2012. Although the Kyoto Protocol was a significant step forward, its effectiveness was limited by the lack of participation from major emitters, including the United States.

In 2015, the world came together again at the Paris Climate Conference, also known as COP21. The Paris Agreement marked a major turning point in international climate diplomacy, with nearly 200 countries committing to limit global warming to well below 2°C above pre-industrial levels and pursuing efforts to limit it to 1.5°C. The agreement also introduced a new framework for climate action, with countries setting their own Nationally Determined Contributions (NDCs) to reduce greenhouse gas emissions.

The Paris Agreement has been hailed as a major success, with many countries exceeding their initial targets. However, the agreement’s ambition is still being tested, particularly in the wake of the COVID-19 pandemic, which has led to a significant increase in greenhouse gas emissions. To address this challenge, the conference of the parties (COP) in Glasgow, Scotland, in 2021, emphasized the need for countries to increase their climate ambitions and implement policies to achieve net-zero emissions by mid-century.

In addition to the UNFCCC and the Paris Agreement, other international agreements have been negotiated to address specific aspects of climate change. The Montreal Protocol, for example, regulates the production and consumption of ozone-depleting substances, while the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) aims to conserve and sustainably manage global wildlife populations.

Despite the progress made, there is still much work to be done. Climate change is a global problem that requires a collective response. As the world continues to evolve and adapt to the challenges of climate change, international agreements will remain essential to coordinating global efforts and driving climate action. By building on the successes of the past and addressing the challenges of the present, we can create a more resilient and sustainable future for all.
