This can create uncertainty and barriers to investment, making it harder for companies to scale up their operations and deploy clean energy technologies.

To address this challenge, there is a growing recognition of the need for international cooperation and coordination on clean energy regulation. The Paris Agreement, for example, sets a clear global framework for reducing greenhouse gas emissions and promoting the transition to a low-carbon economy.
